Dr. Penelope Arnett, the creator of the ADC Critical Thinking Outcome Evaluation (CTOE) and President of Arnett Development Corporation, is the presenter of these seminars. She has been a nursing educator for over 20 years. She holds an EdD in Instructional Design from the University of Georgia. Her Masters is in Nursing Education from the Medical College of Georgia. Her experience as an Assistant Professor of Nursing which included experience as course coordinator and curriculum director provides a wealth of knowledge in this area. She consults with schools of nursing on testing, curriculum, clinical evaluation and research. She has created and taught nursing reviews for RN and LPN graduates for over 25 years. She presents faculty workshops on testing, clinical evaluation and critical thinking. She is the creator of the ADC Computer Adaptive Test, the Critical Thinking Triad of Tests and has a wealth of knowledge about student performance and the student's cognitive ability and reasoning processes from counseling thousands of students.

Her clear, concise and humorous method of presentation has made her a popular speaker at national conferences and meetings such as the NLN and ANA. She presented at the First NLN Educational Summit in 1998. She is known nationally as an expert on test development, critical thinking and NCLEX preparation.
